Pentagon Plans Relocation Cost Reductions by 2030

The plan is intended to improve service member retention and quality of life while maintaining operational readiness.

The Pentagon announced a plan to significantly cut costs related to permanent change of station (PCS) moves. Its purpose is to reduce discretionary move budgets by 50 percent by fiscal year 2030. Frequent PCS relocations, which currently cost the Defense Department roughly $5 billion annually, have been linked to lower quality of life for service members, spousal employment challenges, and reduced unit stability. The proposed changes would scale back operational, rotational, and training-related discretionary travel starting in 2027.

“What we are directing the [services] to do is purely to examine potential reductions in things that would be defined as discretionary,” said Acting Deputy Undersecretary of Defense for Personnel and Readiness Tim Dill.

As part of the broader initiative, military career models may be restructured to prioritize geographic stability over frequent relocations, potentially allowing some service members to develop expertise in specific roles. Service branches must submit implementation plans within 120 days. This effort follows ongoing concerns about the Global Household Goods Contract (GHC), which has faced performance issues and prompted the Army to suspend its use temporarily.

Recent surveys indicate growing dissatisfaction among military spouses, particularly related to frequent moves, employment disruption, and unreimbursed costs. Defense Secretary Pete Hegseth ordered a 30 percent increase in reimbursement rates for personally procured (DIY) moves.
